Vance's View: D.C. Special Election Recalls “The Plan”

With only one African-American candidate from a major party in D.C.’s special election for an at-large council seat, some recall the so-called “Plan” in the 1960s and ’70s to turn D.C. from a majority black city to a majority white city.
