Woman Charged With Murder Smoked Synthetic Drug: PD

A Southeast D.C. woman has been charged with stabbing a man to death after she told police she had smoked synthetic marijuana and a bloody knife was found in a cat litter box inside her home.

Loretta "Candy" Hall, 48, was charged Friday with fatally stabbing Kenneth Fogle, 54, police said Monday.

Fogle died in an apartment building on the 3200 block of 23rd Street SE on Saturday, June 13. Hall was his girlfriend, building residents told police, according to court documents.

Seventh District police arrived at the building about 5:15 p.m. and found Fogle lying in the basement of the building. Next to him was a purse with Hall's identification, court documents say.

Suffering stab wounds to his arm, chest and abdomen, Fogle was taken to Prince George's Hospital Center, where he died about an hour later.

Hall was caught on video in the building's courtyard about 4:35 p.m. wearing white pants and a black shirt, and appearing to stagger, court documents say. She is is later shown on video about 5:20 p.m. wearing all black and walking quickly.

Investigators found a bloody knife in a cat litter box inside her home, and drops of blood on a wall and in the kitchen, court documents say.

Hall turned herself in to the Homicide Branch on June 14 and told police she and Fogle had begun drinking early in the morning and then and smoked synthetic marijuana together, the documents say.
