‘Tragic': Child was riding with grandmother before deadly fall from car window

A 7-year-old boy riding in a car with his grandmother climbed out of his car seat, fell out a window, and was hit and killed by an oncoming car whose driver sped off, Maryland State Police say, sharing new details about the tragedy.
