Series of errors, obstacles led to delayed response to tragic District Dogs flood

More than a week after the dogs died during flooding in Northeast D.C. on Aug. 14, the director of the city’s 911 call center said a series of errors and obstacles led to the delayed dispatch of first responders. News4’s Mark Segraves is pressing the city for answers.
