Two people were shot in northeast D.C. about 5:30 p.m. Monday, and one has died.
Officers arriving at the scene at 21st Street and Maryland Avenue found a man not conscious or breathing. The other victim is in stable condiiton, News4's Shomari Stone reported.
One man in the neighborhood ran past the police tape after hearing a friend was one of the victims and had to be cuffed and placed in a police cruiser. He was released after he calmed down.
