Officials search for person seen kicking and dragging dog in Instagram video

Days after the popular Instagram account Washingtonian Problems posted a clip of a small dog being kicked and dragged along the sidewalk, the Humane Rescue Alliance is asking for help finding the person in the viral video, and they’re offering a reward. News4’s Walter Morris reports.
