Kevin Gross, 46, of Baltimore, was charged with attempted first-degree murder, assault and related charges. He was held without bond in Howard County.
Police don't believe it was a case of road rage and are still trying to figure out what happened. The suspect and victim did know each other before the shooting, an officer said. They were in two different vehicles when an altercation broke out. That altercation may have happened before the shooting on I-95, according to a preliminary investigation, police said.
The suspect allegedly fired multiple times from their car and drove away, police said.
Police said the victim was able to call 911 himself. First responders found him outside his car near Brooklyn Bridge Road in Laurel, Maryland, about 4:30 a.m. Police weren't yet sure whether whether the victim was inside or outside his car when he was shot.
The victim was taken to a nearby trauma center for treatment.
The shooting investigation closed the northbound lanes of I-95, causing major traffic delays for several hours. Police redirected morning commuters to southbound lanes to help with the traffic.
The investigation is ongoing. Police are asking anyone who saw the incident or who has information to contact Maryland State Police at 410-799-2101. Callers may remain anonymous, police said.
