DC celebrates 20th anniversary of Emancipation Day

Washington, D.C. has been celebrating Emancipation Day for the last 20 years. Latoya Foster of DC’s Office of Cable Television, Film, Music and Entertainment shared this year’s activities. News4’s Molette Green reports.
