"I just want her to come home," Phillips' mother told NBC4's Pat Collins. Her parents said she was devoted to her daughter.

Phillips' body was discovered when some people in Fort Washington, Md., called police after seeing a large gym bag floating in Swan Creek. When police arrived on the scene, they opened the bag to find a decomposed body.

At the time, the victim's gender and cause of death were unknown, but police visited Phillips' family to collect DNA samples and dental records.

The same night the body was found, someone broke into Phillips' apartment, Collins reported. Her computer and other items are missing. It's unknown if this is a coincidence, or someone was trying to remove evidence linking Phillips to a suspect.
