Driver Arrested After Crashing Into Barrier at White House

At least 22 people have been arrested and prosecuted for breaching security at the White House or U.S. Capitol since the beginning of 2014, according to an investigation by the News4 I-Team. Scott MacFarlane reports.

A driver was arrested after a car struck a barrier at the White House complex Monday afternoon, according to the U.S. Secret Service.

The unauthorized vehicle struck a bollard at 15th Street and Pennsylvania Avenue about 1:40 p.m., the Secret Service said.

Secret Service officers took the driver into custody immediately.

The driver, William Phinizy, said he was an Army veteran with post-traumatic stress disorder, according to a Secret Service affidavit.

A .50-caliber bullet was found in the car.

The driver is charged with unlawful entry, assault with a deadly weapon and destruction of government property.

Pennsylvania Avenue was closed from 14th to 15th streets and 15th Street was closed from Constitution Avenue to G Street while the vehicle was investigated.
