An 81-year-old D.C. news stand owner has been arrested and charged after investigators say they found 36 stun guns for sale at his downtown store.
A Department of Consumer and Regulatory Affairs inspector visited K&B News Stand in the 1000 block of F Street Northwest on Oct. 2 and found the devices in a display case and called police to help identify them, according to charging documents.
Owner Walter Riggin turned himself in to police last week and was charged with 36 counts of possession of a destructive device.
Stun guns are deemed a "destructive device" and are generally banned under D.C. law.
Riggin's entire store was not licensed to do business, a DCRA spokesman said. A developer plans to put an 11-story office building at the site.
