The men and women who responded to the Washington Navy Yard following a multifatal shooting were honored on Capitol Hill.
The Congressional Victims' Rights Caucus recognizes those who have gone above and beyond the call of duty to help victims of a crime. Texas Congressman Ted Poe and California Congressman Jim Costa founded the bipartisan caucus in 2006.
