D.C. Council Gives First OK to New Gun Regulations

Owners have to recertify with District each year

The D.C. Council has given preliminary approval to regulations for registering and storing handguns.

Councilman Phil Mendelson says the measures are strict but comply with this year's U.S. Supreme Court decision ending the District's 30-year-old handgun ban.

The legislation requires several hours of gun safety training before registering a handgun, an annual recertification of every firearm and occasional criminal background checks for gun owners.

The bill also prohibits convicted felons, drunken drivers and domestic abusers from owning guns.

A final vote is expected Dec. 16.
